Until a few years ago, the approach to homelessness followed a step-like care model. People had to take different steps, little by little: from the street to a shelter, from the shelter to a temporary home, and the last step was a permanent home. In this long process, a high percentage of people returned to the street. Housing First turns that model on its head and starts with housing.
The idea of Housing First was developed twenty years ago in the USA, under the umbrella of the Pathways to Housing organization, and it is now widespread.
